Bac and Throttle Body use coolant to make sure things don't freeze in the winter. If it doesn't get below 10-20F where you live then thats no problem at all.

However, if you remove this line from the throttle body, you will also have to remove your thermowax. And if you remove the thermowax, you loose your 1500RPM cold idle, which may make it annoying to drive when the engine is cold.

If you have no specific reason to mess with this water pipe, just leave it alone.

TB mod dooesn't necessarily mean that you removed the thermowax, but if you have, then you might as well remove that coolant hose. Just plug the nipple at the water pump and on the rear plate.

This is not correct. The TB has coolant flowing through it to operate the thermowax (cold idle). The BAC valve does not has coolant flowing through it, it simply has a coolant hose attached to it. If the BAC valve gets cold enough to freeze, it's because the engine isn't running. In that case the coolant will be frozen too.
