Although no one has posted actuall dyno figures, it appears that a cone filter with cool airbox is worth about 3-5 HP on a NA and 7-10 HP on a T2.

But the cool airbox is the key.

Basically, if you just slap the cone on, it will tend to pull in the ail that was already blown thru the radiator--warm air. You can build a little "box" around the filter, to seperate the intake air from the hot air laying around in your engine bay.

If you're clever, you can route air INTO the cold air box--maybe thru the FTP (flash to pass) lenses, or thru a cold-air headlight cover, or some ducting up from the brake cooling vents, or something..

Hell, if nothing else the cone filter can be bought in Canada about $14 cheaper than the paper filter replacement and the cone is washable and re-usable - I noticed a definate diference in acceleration and lack of stumbling although this may have been due to a plugged paper filter in the first place - whatever it looks good and sounds good - what more do you want for $38!
By the way, you do have to build a fitting for the cone - parts about $5 and fit a small filter to the air pump - about another $5 - still very worth while in my book.
