Arrow cleaning 5/6 ports

Hey my 5/6 ports are stuck open, not wired just stuck. I just read a article about cleaning them which describes removing the actuators and spraying penetrating lube but it was unclear where. Am i correct in assuming i would just spray some wd40 around/in the sleeves and then try to work them free? Thanks for any advice.

spray it around the rods that go through the LIM to the sleeves. its the rod that you can spin back and forth. it can get really nasty in there and despite my best efforts with carb cleaner, wd40, and silicone lubricant spray stuff i couldnt get one of mine unstuck so i just removed the sleeve.
