If you have +12v at the lighter, then the element must be dead.
You can get new ones at auto stores for a few bucks.

You must be old school, it's politically incorrect to call them cigarette lighters theses days, they're now called "power ports".

From: Bye NYC. you SUCKED!
I spent 2 days on removing/installing an old/new alarm to the car, messed with almost all wires (ok, 1/2 the wires) in the car, and fixing some of the mess left by the previous owner(s) of the car, jesus christ it's all a mess

electrical stuff might be a bit tricky to work with, But once u know how they work, it's really not that scary, after all it's either work(car starts), got cut off for stupid reasons(speaker wires) or there is a short (yep, some of the wires exposed and shorting ****)

my "power port" broke when I removed it, previous owner(s) messed with it so many times it was barely hanging on with just 1 copper wire (yep, not the whole wire, talking about just 1 copper wire dinging), I rip the port out, pulled the old broken copper wires out, made a new connection and seal it up again.

Most people seem to be overwhelmed by the electrical system because they look at it as whole instead of breaking it down to components.
With a few exceptions, most electrical subsystems are quite simple, the lighter being as rudimentary as it gets (it's basically an intentional dead short).

if you cant spell cigarette, you shouldnt be smoking them. but yes as stated, if youre not getting 12v, fix it. if you are, check your ground. if you have both at the wires, the contacts in the plug are junk.
