chugging/bucking at cruising speed

chugging/bucking at cruising speed
hi
my car will buck/chug at cruising speeds/rpm. it does have the emissions/rats nest removed and a restrictor (.030" opening).
the car still pulls ~10inHg at curising speeds and has good compression (15-17inHg at idle and 90+psi all faces both rotors)
the car starts and idles smooth so i doubt its a vacuum leak. it has new (less then 1k miles) 800cc deatsch werks primaries tuned with rtek 1.8 and AFC NEO. AFRs stay in "Open loop"? at 14.4-6. car idles at 13:1@180-185f with -5% correction.
only thing i haven't really checked is the plugs (i do run premix and ngk 9s in all 4 positions)
