First off, what year and model do you have?
I'm assuming it's N/A since it has 3 cats, and yes, they are supposed to be there. You do not necessarily need all 3 cats on there to pass if your engine is performing well and the main cat is new, but it's a rotary so I would not bother rolling the dice on it by taking the other two off. You're going to need all the help that you can get.
Aside from that, why did the previous owner not smog it before selling it to you? I can't remember if that was the law or not in California. Maybe someone will chime in and correct me.
Lastly, here's a link to a picture of the fuse box cover....
https://www.rx7club.com/showthread.p...72#post5131072 (scroll down a bit).
And a link to the FAQ where most of the questions have been answered already https://www.rx7club.com/2nd-generation-specific-1986-1992-17/frequently-asked-questions-2nd-generation-rx-7-faq-fc-494667/
Since you are a new owner i'd buy a haynes manual and down load the factory service manual (FSM) that's appropriate for your series in the FAQ to get more acquainted with your car.

cruise Control is GREAT for a 5 Speed..especially when you have Cops at every Damn Backroad entrance on the highway!..(I set mine at 98KPH and the Cops don't even Blink..Speed is 80.).the cruise control involves the computer on the driver's kick panel ,the switch on the Surround,to the right of the steering wheel, and the Cruise actuator and Cable,on the passenger Firewall(sort of).by the Wiper motor and AWS.Checking it is a Pain..OH,If your Speedometer is NOT working, then your Cruise Will not work..CAT?..you can get by with a Good tune and a High flo..the Cat Should be NEW or close to it.Rotary Engines will Toast a Catalytic converter In ONE year(if you drive Like a Crazy Person!)..heh.

Remove your mirrors from the doors and trace the wiring to make sure none of it is broken or unplugged. You can run a volt meter through it and test it if you can rig up a power source. Cruise is the black unit located on the firewall of the passenger side, it has a throttle cable running to it. Make sure the Vacuum line is plugged into the correct intake manifold nipple. (the one facing upward). Make sure it is plugged in on both the actuator side and the switch side. Make sure the throttle cable is hooked up correctly.
Other than that check the fuses. Even if a fuse does not look blown it still may have a hairline crack Replace it if you have a spare that is new.

Define "not working" for your cruise control. Can you just not get the thing to set, or can you not get the system to turn on?
Edit: I just saw that you said you were looking for a fuse, so I'm assuming that it doesn't turn on at all. Yeah, check the STOP and METER fuses first (not sure if they are the same for an S4; for some reason I don't know what you have). If all is well, check the switch as per the FSM.
You may want to read my thread about my cruise control follies in the past.

thanks for all your help i'll start work on it tomorrow
oh yeah and also i took my chances at the smog and t PASS i was a little nervous since it had a small exhaust leak and i only had untill the end of this month to do itm so i guess i can put back the straight down pipe back on lol

METER fuse, 7.5a fuse in the interior feeds the cruise. Since you have a light on the switch, then it's probably a good fuse plus you didn't mention problems with the instrument cluster gauges etc.
So. Like the man above suggested, see if the plug is on the cruise control actuator in the engine bay. Then see if the cable from that actuator to the throttle bellcrank is actually connected to the bellcrank, or just laying about. Then with the engine running, pull the vacuum hose off the actuator and see if it has vacuum being pulled on it. Or not. Should. Also make sure the Cruise Control Unit has its elect plug on and see if it's actually in the car or not.
IF the above is ok, then you really need to get a meter out and see if there is voltage on the actuator plug. The green/yellow wire. If that's there, then with the key to On, I'd pull the plug off the cruise control unit and see if there is batt voltage on the pure yellow wire on the elect plug. It should NOT be there. If it is, then either the clutch or brake switch are *MADE* when they shouldn't be made. That batt voltage on the Yellow wire kicks the cruise off and or never lets it engage. If there is no voltage on the yellow wire, then with the key ON, momentarily press the clutch pedal in a bit. Voltage should show up just as the pedal is depressed. Do the same thing with the brake pedal. Same results.
This is assuming you have a series four car
And or you can check out the switch itself. Pull the plug off the Cruise Control Unit. PUt a meter on the Green/Orange wire and meter on ohms. Neg meter lead on a known gnd. Press the SET button on the switch. The meter should read to gnd now when you press that button. Then check the Coast button by putting the meter on the Blue/White wire and pressing/toggling it. Meter should read to gnd when you do that. Then get on the Blue/Red wire and go to Resume on the switch. You should see gnd when you do that.
You only see gnd when those buttons are momentarily held to those positions. That's all the control unit is looking for.
Your problem is most likely one of the other things mentioned. Or the wrong cruise control switch or control unit is installed in the car.
Wiring diagrams for the cruise is downloadable from this site and there is a trouble shooting guide in the FSM for the cruise control unit. See both.
