CAS question

How difficult is it supposed to be to turn the CAS when trying to adjust your timing? I just tried to adjust my timing and the damn CAS won't turn. (YES..i did loosen the bolt).

Its probably a little stuck but wats the safest way to turn this without screwing something up? Also, is it possible to try and turn this with the engine off or does it have to be running? Maybe i can loosen it up a bit with the engine off first.

It shouldn't be too difficult to turn - but if it hasn't moved in ages, it's probably nicely bonded to the o-ring sealing it.

Feel free to turn it with the engine off. I'd just make sure the bolt is nice & loose, and then wrap my hand around it and twist. If that doesn't work? Eeh. Not sure.
