car won't time

I've got an 88 NA and the first two cats are cut off and staight piped. We have tried and tried to time this thing and nothing works!! All vac lines are connected right, we lined up main pulley with the marker and pulled the CAS and lined it up. We're still about 20 degrees off. We can't get it to adjust. Any suggestions?

Sometimes, you think the CAS is properly installed, but it's not.
