it should still run, and i do mean run in the least positive sense, even without a t2 ECU; it just won't boost / cant control the boost / whatever. Very well could be the MAF, it is plugged in yea? Check to see that it is in spec w a multimeter, and that there is no problem with the wire on the way back to the ECU. I'm not sure the exact resistance or voltage you need to see, but that is in the FSM. Check it at the Sensor, and at the ECU. If it's fine at the Sensor, but not at the ECU then you have a problem in the wiring, fine at both then it isn't the AFM.

after reading your first post and last post again, check to make sure that the AFM, and Boost sensor are t2 sensors as well..... maybe the guy just half-assed a turbo swap.

This still sounds like a vacuum routing problem to me. Does this car have any of the emissions equipment removed or blocked off? A leaky blockoff plate will make it run like ****.

You need this: http://www.boostpro.net/prodtester.html to test for leaks. Or you can use an unlit propane torch or starter fluid or something while the engine is running.
