The car was apparently not running for a few years, the previous owner said it needed clutch replacement so he stopped driving it. Clutch pedal stuck to bottom, car wont turn over. Thanks for your advice

The clutch is a hydraulic system, so I'll bet you have a leak somewhere and there's air in the line. Luckily the clutch master and slave cyls can be had at most auto stores and are inexpensive.
The engine; make sure the transmission is in neutral, pull the spark plugs, and try spinning the engine by hand at the main pulley. If it doesn't turn freely then you have a problem.

does it spin and not start, or does it not crank at all? If the latter, check battery, power at starter, clutch safety switch. If power at the starter and the solenoid but it doesn't engage, then try to spin the motor by hand. If you cant spin the motor by hand then as fuhrer tuner stated, you've got bigger problems.
