Question Car troubles

I have an 87 n/a and the engine seems to have a miss in it. It's timed right, but it feels like it isn't. It idles and then goes down to 500 rpms and then up to 1000 and back down again. It doesn't keep a steady idle. When I raise the rpms it doesn't go away either. Does anyone know what causes this?
