Car never starts without giving it gas

Just curious if anybody has any input on this.
It has been about a year since my car would start without goosing the gas pedal.
I have since changed the ECU, TPS, engine twice, done a complete reqire/grounding of all the sensors.
Since putting in the rebuild engine a month ago, it's really bad- I actually have to pump the gas aggressively to get it to start.
If I crank it without touching the gas, after about 2-3 (1 second or so)revolutions it will always cough and almost catch, and then just crank uneventfully... no coughing or anything unless I pump the gas.
I may have a small fuel leak at the injectors, I can smell raw gas sometimes, and I can see some fluid, but that shouldn't really matter much, the fuel pump goes on and pressurizes before the key is turned to the cranking position.
Any opinions? Sounds to me like it's not getting enough fuel during cranking... it's elaly annoying right now though.
Compression is about 95/95, only a few hundred km's on the rebuild.

I would go with injectors on this one. There is a way to see if they are leaking. What I do, is I take the UIM up. And pull the fuel rails up. Then I tie-strap the injectors to the rails, and pressurize the system. Then look for leaks.
