hmmmm

sounds like you ment to say it looses power at 3800 rpm, see if that is more accurate, what is happening if this is the case is at 3800 rpm your car is engaging its secondary fuel injectors. the reason my car was having this problem is that when the secondary fuel injecoters came on, the fuel pump couldnt keep up because it was bad. i determined it was a bad pump by doing a fuel pressure test, so you should do a fuel pressure test and if it isnt up to specs replace it, ps dont buy the whole 300 dollar pump assembly, you can just buy the motor itself and swap pparts for about 100 bucks

if it is actually loosing power lower then 3800, i would recomend checking for clogged cats, and renforcing all your grounds, there are good posts in here for fixin your grounds, and to check for a clogged cat, just unscrew the o2 senser temporairly and rev the engine (hehe use hearing protection ), if the power comes back replace cats or go to straight pipe.
