car fouling plugs?

1988 10AE - S5 halfbridge engine.

the car seems to foul the plugs unless I pound on it constantly. It never smokes, ever... but if I start it up, putz around town and come back, or start it and move it and shut it off, it won't start until I clean the plugs (and even then can be difficult to start). Compression is fine (115psi front and rear). Even then cold starting can be sometimes difficult. Plugs are BUR9eq's all around. (it's not a tuning issue).

ALL of these issues go away entirely if I beat on the car (like, at the dragstrip) or make sure that it sees a few seconds of high RPM/high boost activity at least once every time I start it.

Any ideas as to what's causing it to happen? I mean, sure, I built the car to beat on - but sometimes that's just not practical or wanted.
