Cant Idle

hey guys, just got my car tuned a couple days ago for like 14PSI. Used to be tuned for 6psi, but anyways, i was beatin on it down the highway and everything was fine, but when i got off the exit and went to stop at the light, it putted and stalled out. Was hard to get goin again but i got it, it sounded a lot different when i started it back up, so i figured the worst, its a broken seal. So i did a compression test, 60 in the front housing, 75 in the Rear housing with the throttle closed and no fuses pulled. So is it safe to assume my seals are good? But to go further, i replaced my plugs, and all the wires spark fine, and it still sounds choppy at low rpm, and doesn't idle at all, but at anything higher than 4000 its pretty much fine, and still has full power. Guessing a vacuum leak is the problem. Any ideas? It did get a little hot for a sec, but only for about 1 minute and it wasn't horribly hot.

i just discovered something, the car is deffinatly only running on one rotor at idle and like anything under 3k RPMS. But as soon as it goes above 3K, the secone rotor kicks in and it runs smooth.
