MS cannot get logicon to work, help

so i am in the prosses of putting the interior back in, (1988 turboII) i wanted to make sure i have everything working before i bolt the dash back in and continue with the rest of the interior.
but my logicon does not do anything, it lights up when i turn the lights on and everything else does work. so the blower does not come on and the flap does not move.
i did the test that the factory Manuel said to do on the connector and it has the 2 power wires, 12v, and it had the ground. so the manual said the logicon is bad so i got another one
and still it does not work, same as the other one ( it all worked when i took the interior out)
can someone help me figure out what is going on here? does the car need to be actually running for it to work? (i rebuilt the engine also so have not started it yet)
i am positive i have all the connectors hooked up. the only 2 i do not have is the security box and the powered speaker. and i checked all the fusses and the breaker and they are all good

Just wanting to make sure you have good source voltage to the pin that powers the logicon's heater controls as well as a good ground. Have you checked the pins for pin fit issues or corrosion?

I did the test that the factory manual said to do if it does nothing. it said to test for 12v on the two pins in the 13 pin connector and each pin has 12v going to it. and also test for the ground wire in the same connector and it does have a good ground. all the pins look good and clean and the connector clicks into place
maybe i should look in the Manuel and see if there is a way to test for a signal coming out of the box to determine if it is sending anything out

Check to make sure the pins in the connector are tight in the connector body. If they are loose, when you plug the connector into the logicon, the pin will move backwards instead of seating into place and you will experience issues. Also, if you have a spare harness, you can de-pin a connector and check that pin against your connector to ensure proper pin fit. Make sure the female pin hasn't spread and that good contact is being made between the pins.
