Can streetport pass CA smog

I'm planning on getting a rebuilt engine from Atkins rotary and I was thinking about porting it. I was wondering if anyone has streetported their engine and passed CA smog.
If you have a aftermarket (configurable) ECU, or a add on "clean chip" for your current ECU it can pass. Thats how I am doing it. I have 2 chips for my ECU a "clean" and a highly modded.
In California, you WILL find some smog shops that do not know ANYTHING about the engine layout. If you have black headers or downpipe, they cannot tell. If your car is LOUD, then they will take there time to inspect it. They have the right to reject your car.
From personal experience, I noticed that OEM looking mods do NOT have problems. There are people here that have mild street ports and have passed.

Ya, I don't think passing a visual inspection will be a problem (lots of dipships out there) But passing the snorkel test is going to take a ECU change i'm telling ya.. you can't very easily bluff a california emissions snorkel test. That computer they use plugs directly into the California DMV emissions computer system... they use a scanner to scan your regisration paperwork .. it tells the make model & history of the car. They compare the VIN# to the paperwork .. and in 80% of the California counties now you have to do a "smog check II" that means a Dyno machine with the snorkel n the pipe. Unless you are VERY hooked up .. and somone is willing risk their job, a HUGE fine, and possible jail time to scan your reg card & snorkel another car. G luck

You will pass if your car is in good working order. My street ported motor passed easily with a new cat. It's not usually the street port that causes the problem, but these cars are old. A lot of things could be bad: TPS, cat, oxygen sensor, ignition, etc. Also make sure you warm up the cat by driving hard or rev the engine several times right before they put your car on a smog dyno. That helps a lot. Choosing a good smog station is important 'cause some of them are idiots. When they see an RX7, they automatically think trouble.
It depends on how the engine is "street ported." If the builder ports the engine and induce overlap, then it probably will not pass.
On the other hand, if the "street port" only lengthen the duration of the intake, by exdending the closing time and not modifying the opening time, there might be more chance of passing the smog.
