easy off oven cleaner my friend....... best on carbo deposits...

You don't neet to get the compression divots spotless, just get all the carbon out of them.. the surfaces need to be totally free of any gunk...

Metal polish isn't going to do schnit...

You can use really fine sandpaper, like 600 grit or higher, but really lightly, you don't want to remove any metal, only the gunk and DO NOT use it in or around the apex seal, side seal or corner seal grooves... only on the flat surfaces.

in this pic... you need to look at the apex seal groove... about 1/2 inch from the left side, it looks as though the end piece may have been wobbling..... could just be the pic... but you need to mic the grooves out with a NEW apex seal and make sure they are in tollerance as per the FSM.

Scouring pad and carb cleaner. For tougher rust deposits, use Naval Jelly.

Minor scratches in the rotor are fine. The only area you want to keep the scratches to a minimum is on the thrust surfaces (side bearings).

Naval jelly is a rust removing gel. You brush it on the rust, let it sit a few minute, then rinse it off.

I like to let rotors sit in carb cleaner from napa in liquid form. Bad bad stuff, but does a good job. Either that or mineral spirits.. Let them sit for a few days and then scrub them with spray carb cleaner.

Those rotors will be fine as long as the apex seal clearance is ok. Also check the rotor bearings to see if any copper is showing. I think 20% copper is allowed to show ?? Someone correct me if im wrong.
