Can I clean out my BAC with this.

It's called HD cleaner and it's used to clean electrical motors, contacts, power cable and equipment.

*Do not use on sensitive electronic equipment such as computers, tape decks, cell phones, etc.

Is this safe? Can I use carb and choke cleaner either? Is there anything fundamentally different with intake cleaner.

What's in a BAC? is there any plastic or electronics that could be affected?

It's probably fluorine or alcohol based like many of them. I personally wouldn't do it. Carb cleaner or throttle body cleaner is the best bet. Some of those electronics cleaners really attack rubber and plastic.
