Yes, they can be removed, and most times pretty easily. Get some penetrating oil. BG products work the best, but most people can't get them, so go spray on some PB blaster or something similar, let it soak. After a few hours, do it again. Repeat until you feel comfortable enough that it's penetrated all the rust and corrosion, then get one of these on it.

Don't let the review the idiot posted about it fool you. This tool is meant to remove studs, not save threads. It WILL damage threads if you want to save the stud, but you'll be replacing it anyways since they're all gone.
As a side note, anyone who wants to save the threads but still remove the stud, you have to use 2 nuts on a stud and jam them together, then unscrew the stud. The friction on the 2 jam nuts has to be more than the friction holding the stud in, so it's got to be pretty tight.
Make sure you chase the threads once you pull the stud out. If it takes the threads with it, you may need to get a heli-coil kit.

I once had an exhaust stud break off, leaving about 3/16" sticking out of the block. I fought it for a while with no success, and after giving up on it my dad offered to take a look at it. He managed to get it out with a screw extractor and a pair of vice grips. I'm pretty sure black magic was involved.

When you say almost no threads on it, does that mean it snapped off nearly flush, or it has worn down / stripped to the point that there are almost no threads?
First case? The method depends on what you have for space around it, equipment and how rusty it is. A picture would help give some directed advice here.
Second case? The stud extractor linked above will work. Its how I removed the damaged header-->downpipe stud on my rx-7 a few weeks ago.
