bunch of issues with my TII track/street car.
so i just got my 87 turbo II back on the road and was hoping to get to have fun right away but of course thats not the case.
here are the issues i'm having.
the car has an ebay FMIC, 720secondaries, rtek 1.7, serpentine belt kit, hks bov, and some other stuff but thats where its at right now.
1. it takes me a while to build boost, and when it does build it only goes to like 6 psi, even with a boost controller,
2. the car is running rough, i added $20 worth of new gas but that hasn't seem to do much. the car has no bac so i'm thinking that may be a problem. but when the car decelerates it dies.
3.my bov doesn't seem to be working. probably related to number 1
4. i have a coolant leak behind the dash which i know is the heater core... how hard is it to just block the heater core off?
5. i put new pullies on and the water pump pully makes a zinging noise when the engine is revved.
thats all i can think of right now. 1

Since you live in Montana I'd assume the heater would be nice to have...why not just replace the core?
If you insist on being a tough guy all you need to do is fab up a bypass hose around the back of the engine.
What kind of pulleys did you use- stock?
Sounds like the alignment is wonky and the belt is singing...and will soon break.

You could have a vacuum leak/boost leak that is limiting your boost rise and possibly the rough running/ stalling. I never recommend running without the BAC....it's there for good reason. Use the propane method for checking vac leaks.
As for the belt whine, if the pulleys line up perfectly, check to see if your belt is designed with grooves that go across the belt as well as the ones going the length of it. Some brands of belts have this, others don't. Try a brand of belt without the side-to-side grooves.
