A small common screwdriver and a hammer. Insert the blade at the races edge and hit it. Maybe it will crumble.
Or if skilled, take a dremel motor with a small stone and grind part way thru the thickness of the race. Grind that raised edge of the race in just one place/area. Then hit that area with a small, common screwdriver. I've done one that way before...with success and no damage to the eccentric shaft. You've gotta estimate the thickness of the race and not go all the way thru.

Get a pilot bearing removal tool and remove the outer race as if the entire pilot bearing were there. The tool pulls on the outer race anyway, so it will remove what you have left in the hole.
