break a fan clutch?

my fan clutch went out on me a couple weeks ago. im pretty sure it died since i could easily stop it with my finger and as i rev up the engine the fan did not really increase in speed.

i got a new fan clutch and installed it and everything worked great. only thing was the fan shroud got knocked around and hit the fan when i went out for a test drive. this appeared to stop the fan. i moved aroud the shroud and secured it and when i started it back up the fan did not seem to spin as fast. i could also easily stop it with my finger and also it did not seem to blow hard at all as i increased engine rpm.

is it possible to actually break a fan clutch by stopping the fan?
