Former Moderator. RIP Icemark.
From the FAQ for FC found at the top of this section:
I just got my car and I want to make it faster, what are the first modifications I should do?
Do a full 60K tune up, replacing all the fluids (including brake, clutch, tranny, engine oil, coolant, and rear end lube), spark plugs and cables, all filters (including fuel, oil and air), belts, any hoses that are leaking or bulging, and the O2 sensor. In addition if the car is more than 10 years old or has more than 100-120K miles on it, the Pulsation Dampener (or pimary fuel rail and integrated Pulsation Dampener on 89-91 FCs) should be also replaced.

Best first mod is to get a better exhaust. The stock wastegate is small and the boost will creep if you do anything too substantial. Be carefull not to overboost!

I second that !
DO NOT OVER BOOST! or be stupid like me and forget to plug the "tee" on the wastegate actuator line.
I cant stop bashing my head in for that!
PS thumbs up to your AE, im with ya there

Modding a Turbo II is a chain reaction. You can do intake and exhaust, but that will give you boost creep. You then need to port your wastegate, but that will bring you back to stock boost levels. You then need a boost controller to safely bring it up, but then you need more fuel. So ya get a new fuel pump and some larger secondaries. Then you are running rich, so you need a fuel controller like the S-AFC.

3" i dont think your gunna get enough back pressure!
should have gone with a 2.5" downpipe and a presilencer...
anyways after all the fluids do, emition plates, and intake, with a port! and you should be at 10 - 11 psi or closer to 12 but you got crazy boost creep so your gunna need fuel cut defender cause 8.5 is when fuel cut comes in to play
do all that and say byebye to the civics... this is when you spank S2k's

Defenetly do the basic tune up and stuff to make sure your car is running in perfect condition then usually what most of us do to get more power out of the TII's are:
1. Intake/Exuast
2. Remove accesories from engine. This gives the vehicle a much stronger acceleration feel.
3. Port wastegate
4. Get a FCD (Fuel cut defensor) so that you dont blow the engine
5. Upgrade fuel pump
6. Fuel controller
Those are the basic mods and with that youll be A LOT quicker.

I would do suspension first, have fun on twistys, twistys not your thing??? buy a mustang. Suspension will also make the car safer, or at least thats what you could tell your partns to try to get them to pay for it
