Brakes & Emer Brake question?

I am almost done with a 4 to 5 lug converstion. My rear hubs are solid though and won't turn, I am pretty sure this is because the park brake is engaged. But when I get in the car and try to adjust the tension on the cable nothing happens still rear hubs stay solid in place. How can I loosen the tension on the emergency brake cable other than in the car. Also I am in the middle of bleeding the brakes back ones bled just fine and are nice no more air coming out. When bleeding the front I get nothing coming out the calipers haven't even began to adjust ?. I know I am missing something.

Thanks

Remove the rear calipers to free up the ebrake.
If the calipers are locked on the rotor, bleed off fluid till they release.
You can then remove the cables from the caliper and see if the problem is the ebrake cabling or the calipers themselves.
Rear calipers are quite simple to rebuild, be aware that the piston screws, rather than pushes, in.

The rear calipers function and the piston turns but this was happening before I even started bleeding them off when I attached the E-brake cables the hub didn't want to turn anymore. Also the front brake calipers are brand new dunno why they aren't bleeding off nothing comes out guess I will just have to keep trying on those.
