Cool BOV spring pressure.. some one has to know`

ok i just got my TiAL 50mm BOV. i belive it to have a 11psi spring in it... i know that i loooked up on tial website and they said its for 18-21 in/hg. and the 9psi spring is for 14/17 in/hg. my car never has a steady vaccume and the idle is useally all over. so what spring shoul di have. at idle i have 16- 17 and when it idles high it has like 19. what are some of the spring pressures that you have on your aftermarket BOVs. does this sound like it will be a problem.. also if anyone wants to trade an alum 50mm tial flange for a steel one.. i need a steel one. let me know and any help would be greatly appreciated. thanks!
