boost info

i have a 10th anny with 3" turbo back exhaust w/ cat and all emissions as well as the k&n maf adapter, diy fcd, and manual boost controller.
i wanted to know if any one else who has these mods has a problem with fuel cut?
i have a boost controller that is turned all the way down and an fcd and i think im still hitting it. also my car spikes 10+psi periodicly. my question is why? is the stock exhaust really that restrictive? and does any one have any other ideas as to why my boost is uncontrollable.

port the waste gate thats what alotof people do
