specifics: all stock
on my car it feels like theres a distinct change in the throttle cable tension when what i assume a second set of butterflies is opening. before hitting that change in feel, the boost gauge normally reads -20 vac. and only reads any kind of boost once I've gotten into the "secondary" butterflies or that change in throttle feel.
is this how anyone else's car/gauges behave?

Don't over think it.
The car will only go into boost when the load on the engine dictates it.
Now, there is a second (actually third) set of throttle plates connected to a vacuum actuator. Check in the engine bay that they move freely and that the vacuum line is connected.
