boost gauge and more

ok i just installed my boost gauge it looks good and it work..lol here is my question. when i first start the motor the gauge goes down to the 10 below the 0 is that normal? and my boost gauge only goes up to 8 psi is the normal for having an air intake and a turbo back exhaust? i ask because i don't think i have a turbo back the dude i got the car from said it is but it just doesn't look like a turbo back to me cat back yes just not the turbo back. now being that i am getting 8 psi is that safe for now on a stock fuel system?
ps i have a fcd on my set up for now and it is an 87 t2 i am talking about

-25 to 0 is where all NA's (& cruising turbos) run.
0 & up is the dark side (boost), a highly addictive & fun zone.

that is an option but i thought that with an intake and with a turbo back exhaust i would hit like 12 psi of boost!
