Angry boost building problems with waste gate disabled

I'm having problems building boost past 9psi with the wastegate disabled. i have a f-con controlling the fuel. but cant' figure out why the boost won't go up 15. also the boost is not consistent. going up a hill i'll get about 9psi, but on flat road i only get about 6 or so sometimes.. it's weird. anybody have any suggestions? i' stumped.

ahh, you need a boost controler... you can't run 15psi safly with just an f-con. 12 max, I'd run 10. what are your other mods? exhaust? intake?

the whole point at this time.. is that i'm not even getting 10 or 12
i do have a boost controller but it's disabled cause i can't build any boost anyways...it's strange

Just a couple of thoughts. Do you have a switching actuator on this engine? If so, is it opening (see if the rod moves above 3800 rpm)? Do you have an exhaust leak prior to the turbo? Do you have any restrictions after the turbo (cats, pacesetter catback)? Good luck.
