Black and Red Wire?

Does anyone know what the black and red wire out of the ignition switch is supposed to connect to?

Sure do. It supplys pwr to the clutch interlock switch and if the clutch is depressed, it feeds the Starter Cut Relay (on a non theft car it just goes thru a jumper wire), and from there it goes to the starter to engage the starter solenoid. All that happens only if the key is HELD to START.
