Who makes the best cold air intake system for 2nd gens?

Best ones are "home made" so to speak. The concensus is a cone type filter, isolated by an aluminum box, with an aluminum tube running either to the front of your airdam or preferrably into the wheelwell. You will need to remove your washer fluid tank and cut a hole for it.
