I think he means the air pump.
The tensioning bracket it on the bottom, and you need to get your hand underneath the pump and heave it upward and quickly tighten that tensioning bolt. The only hard part is getting enough leverage with one arm underneath, but doesn't need to be super tight, as the pulley doesn't require much force to turn.
The easiest way I have found is to put my left forearm underneath, and flex upward with it to get the belt tight, and then I use a ratchet with a 3 inch extension to get the tension bolt.

Hey guys. Some suggestions on these belts. I snapped all of mine recently and found the best way to install and get them tight is to use a BIG wrench. I have one of those large sized 7/8 craftsman wrenches that I use to slide in there and use it like a lever to push the pump and alt to max tension on these belts. So long as the belt has a nice "triangle" shape to it that fits nicely in the grooves in the pulleys it should not twist around. Make sure you tighten them after you install new ones because they will stretch a little.
Also found that buying belts that have the notches on the inside (that inserts into the grooves) of the belt are the best to get. They tend to be a little bit more expensive but they don't stretch as much and they last much longer because they can't properly bend around the pulleys creating less friction/heat and wear and tear.
These are pictures of where I put the wrench to get the best leverage. (I'm a small person as well)
Hope this helps!
