before I start the car I should?
well to make a long story short. I=Marines. Sold to friend. Friend=broke=sitting for years now. I would like to start working on the car just because he's not doing anything with it so what do i need to know before I try and start the car after a few years of down time. I'm guessing changing the oil, anything else? I was going to check the spark plugs, vacuum hoses, and change the oil.

would definately try turning if over by hand a little to make sure the seals arent sticking then dump some atf or mmo in each spark plug hole and turn over 1 complete turn and repeat 3 times for all 3 rotor faces just to lube up the seals, sounds like you got the just with spark plugs, vacuum hoses, and oil.

There is no reason to Put ATF in the Rotary.
Ever.
Aaron Cake does a great job explaining it's effects on his webpage.

Use Regular 4cycle or 2cycle oil. if needed at all
generally used for badly flooded, or new motors to add a little compression to get it started..
you should be able to turn it by hand, unless you have a full compliment of accessory belts, then it may be slightly difficult
replace your fluids
replace filters
do a regular 60k tune up.
and you should be ready to roll

Especially replace the fuel and possibly the filters as well. There is an external filter and a "sock" in the tank attached to the fuel pump. Get the factory shop manuals at the link below for info on how to.
