bad TPS?

bad TPS?
my brother has a 10th ae an its been giving him some problems so he brought it to me to do a tune up but when i tried to set the tps it only gives 810 at WOT no matter what i set the screw to so i was just wondering if its bad which i think it is just want a few extra opinions
