bad thermo sensor?

just about every time i drive the car hard and then come to a stop, the throttle stays open enough for the idle to go up to 2k rpm. i can put my foot under the throttle and pull up on it and it will drop to normal, but once i let it go it goes right back to eather 1500 or 2000. i was thinking there might be something wrong with the idle up feature for cold starting, but i cant figure it out! this is terribly vexing! help! please!

Your throttle cable is to tight. Loosen it.
