Aux. Ports opening when revving from under hood but no cockpit

Aux. Ports opening when revving from under hood but no cockpit
My car is doing weird stuff...
When I rev the engine from the throttle under the hood, I can see the aux ports open all the way wide open.
When me or the person helping me revs it from inside the cockpit, they barely twitch.
I revved it to 7000 from the cockpit, and the aux. ports only twitched...
But revving it from under the hood, they open wide open at the right time.
What is going on?!?!

I have been trying to get my ports to open while driving, but they dont seem too.
The first time to the track the best I could manage was a 18.5 in the quarter mile.
Thats when I went home and realized my actuators were so sticky, it took a lot of wiggling and down force to push the actuators down.
I sprayed the shafts with penetrating oil, and put it in the exhaust pressure hose. They move pretty good now, but the car doesnt feel faster. What should I do? Should I try the air pump trick?
