Aux ports

How much force should it take to rotate the sleeve that opens the port? I am suspecting that my aux ports may not be opening so I removed the actuator and tried to turn the lever that the actuator connects to and it felt really gummy. I understand the actuators only need PSI to actuate. So should the lever rotate very easy or should there be a little resistance?

shouldn't be much resistance...it should turn and return fairly easily. Likely they're gummed up and need cleaning.

Hard to say what the limit might be, but when everything's clean, the arm will basically flop back and forth with a flick of the finger (disconnected from the actuator, of course). I'm sure it doesn't have to be like that though, but in most cases if there's a problem, they will stick open, rather than not open at all.

It's usually the shaft seal area that sticks.

A shot of penetrating oil like PB Blaster should free it up.
