The NA 13B runs better on 87 octain than 91 anyway, so there is no real octain advantage...
I used water injection (and that is all that system is) back on my old 22R engined RA64 Celica when I built it up and was running 10:1 compression, but I couldn't imagine that there would be as much benefit on a rotary engine.

OK I want to chime in on this. Alchohol would give you an advantage on the NA engine. You'd need an aftermarket ECU though to adjust fuel maps, advance timing, etc...
