Air pump in all states?
Was the air pump and ACV a smog thing in all states or just California? I live in Cali, but my car was originally from out of state so I get to conform to the federal standards 
Basically I want to get a hi flow cat, and do I need the nipple coming off of it for the AP during smog...

Yes. You will need your air pump operational in order to pass smog, espically in Cali. And yes, my car is from Georgia, and it has an air pump too. All sold on this continent do have them.
