nah, its a dog for intown driving.

what you should do is take them apart, and clean them, and put them back in, ur car will feel twice as fast if they are workin.

if u need help, theres alot of people who can help you out. just ask.

I think it needs to be speified that you do not clean the actuators(unless they need it) but rather take apart the entire intake down to the block, and clean the sleeves that make the 6 ports work, which rest in the block. For an unexperienced person this may be an all day job, but fairly straightforward adn very educational.

It is possible, with the actuators off, to partially remove the upper intake and pour some atf or oil down in the outer 2 intake runners adn then work the 6pi rods around to free up the sleeves inside. When the rod is in the down position(6:00) the port is open, when the rod is in the up position(9:00 and 3:00) it is closed.

Oh, and wiring them open is not bad at all, try it and see. If you dont like it, it takes about all of 10 minutes to put the actuators back on. I use zip-ties to hold the arms in the down position, tying them to the nearby stud that was left by the absence of the actuator. Hell guys, its only 4 10mm bolts to wire them open or not.

I've found that most of the time the sleeves can still rotate in the block somewhat ok, but the rods that turn them get pretty gummed up where they go into the lower intake. I got mine working with nothing more than a can of wd-40, and a 10mm socket. Keep in mind that if you start yanking actuators off, you will need new gaskets for them, and the old gaskets will stick to the block and generally be a pain in the *** to remove. Try working them loose with some kind of penetrant, just don't force them. If you get them to where it feels loose enough, but doesnt actually move and feels kinda springy, then your sleeves are most likely gummed up, and you're in for some disassembling.
