actuator rods coming out by hand?

I'm in the process of cleaning my new-to-me motor, 87 N/A, to drop in the 84 SE, i took the intake manifold off and started with the carb cleaner. the rods were stuck at first, but i got the one closest to the front cover freely moving again. the rod near the firewall had the screws taken out of it, and it wouldn't budge at all.. well i finally got it free, though it's no where near as good as the other side.. but with the screws out it just pulls out of the manifold.. is there suppose to be an o-ring of any kind on it? I don't wanna remove the other side to see because it's working fine..

I also did a search on cleaning methods.. would it hurt the manifold to hose it down with hot water/soap to get the dirt off? I've got some purple power as well, just wondering... Any help would be great. thanks.
