Actuator Q's

Ok so I recently fixed my 5th and 6th port actuators. I can feel them open around 3500 or so and the power goes up from there. However, when I was under the hood checking to make sure that they were working, I couldnt get them to open by reving the motor. Is this normal? Thanks
BTW it's an S4 motor with an S5 intake manifold.

Yes, it's normal. They only open under load.

You can check them by putting grease or a similar substance on the actuators and see if it's displaced (different) after you drive around.
