ABS "shuts off" brakes partially sometimes
I've got a '90 TurboII, and the antilock light comes on ALL the time, whenever I'm driving and I spin the tires (with the gas pedal), it usually comes on and stays on for EVER.. until I shut the car off.
Now, once in a rare while I'll be driving and have to come to a stop at a light or something, push the brakes, and for the force I'm putting on the pedal, the car sure isn't stopping very quick.. I let off a little bit and get on 'em again, and I think that sometimes solves the problem, and they're back to their normal super-stiff selves.
Does anyone else have this problem? Where the pedal seems like ULTRA stiff when you press the pedal?

I've never had a problem with the ABS, however if the light is coming on I would say a sensor isn't reading properly. As far a stopping, the ABS shouldn't interfere with stopping ability. Do you know what type of pads you have on the car. If they are very hard, some work much better when hot. My original pads, and the pads I have the car now, really give a feeling of not pulling the car down when they are cold, but once warm they're fine.
if it does it spinning the tires then i'd guess you have a problem in a speed sensor back there. just a guess. the abs is designed to stay off if it detects an operational problem. i had a switch in my wrx to kill the abs and you would have to restart the car to turn it back on.
It sounds like you've either got a problem with the ABS (like a wheel speed sensor or the like - the FSM has a procedure for pulling ABS trouble codes) or a vacuum leak in the line leading to the brake booster.

huh where??? mine is screwed. I just leave the fuse out now and the light is always on. I wana remove mine too though... but fixing it would be good too.
so does anyone know why it's doing this? it's a MECHANICAL system until the electronics from the ABS activate and tell it to shut off a wheel or something.. is it malfunctioning and telling it to not use the brakes on some wheel, and that's why I'm pushing really hard and not getting any braking?

Hell, if you want to remove it, just do so! The hard lines from Mazda are cheap, and you can use it as an excuse to replace your BMC with a 929 unit. It took me about an hour to pull the ABS pump out (HEAVY) and swap all the parts off a Pcola guy's parts bitch. Eventually, you can get around to removing the ABS ECU; until then, you get a nice little ABS warning light.
