After the search can't find the fix.

Here's what we have. I have a rebuild installed. Won't start but it will run as we spray starting fluid in her. So mechanical problems are ruled out. It gets spark.

Here's what we checked so far:

1. Gas is fresh
2. Fuel pressure max. the gauge 100psi??? Gauge may be bad???
3. Injectors get voltage at the primary injector (checked it with a scope)
4. Shorted the yellow connector to purge fuel lines. But pump is only one when cranking.
5. Checked circuit opening relay (OK)
6. FSM says at connector at ECU at 3K terminal should read 12vdc with IG on. ( reading is (Zero)
7. Replaced fuel filter.
8. Rebuild has 90PSI on all sided.
9. Injectors have been tested and it flows.
10. What else do we need to check???

Help Please... Spend 12 hours trying to hunt down problem.

Checked AFM based on FSM. Checks OK.
