89 GTUs a few problems. any help/advice?

89 GTUs a few problems. any help/advice?
i just purchased a 89 GTUS today. however the sholder seat belt dont work. its the kind where its auto, and it will lock you in place. the guy who sold it to me said i can get it fixed from the mazda dealer for free because theres a lifetime warranty for it or sumthing. is that true?
also the right turn signal lights dont work. i dont think its the bulbs because both the front and rear lights dont work. i tried the emergency lights and only the left one blinks. in addition to that, on the indicator (where the rpm meter is) i dont see the right indicator blink either. he told me its just some wiring....
o yea, he also gave me some 18" rims on the back. they are koing, 5 spokes. iono will this be bad for the car because the rear wheels are on 18s" but the front 2 wheels are on 16". if this is bad, i can just change it back to 16" ones.
on top of that, some smaller problems, the wind shield washer thing. the thing that sprays out the water to clean the wind shield. that little black thing. that one is missing. the one on the drivers side. i was told that i can find those in junk yards

Rebuilt Mazda/Imasen 67-5640-FB01 body computer circuit board. Turn signals.
Controls Turn signals, and Hazard lights only.
Instead of replacing the whole CPU, replace just the defective circuit board. For all FC Series RX-7 (86-92 only) and MX-3 All models.
as for the seatbelts. do i just drive it to any mazda dealership, and they will take care of everything for me?

The Mazda dealer will probably not want to fix them, and you will have to push the issue, but yes, they are required by Mazda North America to fix them under recall
As far as the CPU, if you are only having problems with the turn signals there is no sense spending the extra money for anything but the turn signal flasher board.
