89-91 and 86 body kits
would a body kit that says for years 89 -91 fit on a 86 rx7?

Yes it would. That seems like an overlay so the front bumper may need to be changed for it to fit. You may need a series V bumper and moldings to make it match. The same may apply for the rear as well.
