88 Turbo Problem
When I hit 2000-3000 RPM s and the shift up light comes on
there is a high pitched whine (not a healthy turbo sound) and the boost gauge is still at 0. I just had the engine replaced with a rebuild - it sounds and runs fine (400 miles) otherwise. When
the old engine went bad, blows apex seals, could it have done damage to the turbo - why only when the boost trys to come in?

It could be the bearings are shot or the turbo cartridge is going bad. Take the TID off and try to 'wiggle' the center of the compressor blade, and let us know how it feels.
Or is it a simular sound as a whistle then it could just be a cracked hose somewhere or the BOV is failing.
While your at it also try pulling/pushing on the acctuator arm for the wastegate, it should move a tad bit with some force.
Are you boosting at all?
