88 surging bucking

Hello my parents have a 88 rx convertible purchased in 90 garage kept great condition 110k miles on it now never had a problem until recently. They recently moved to Florida and drove the car there no problem. Recent maintence includes oil change fuel and air filter change new spark plugs. It bucks, surges badly in 1 and 2nd gearand about 1/4 throttle if i push the clutch in the engine will surge 300-400 rpm. Dad had it to a shop in Florida last week and the couldnt find any problems no vacuum leaks. does this sound like a tps problem? Any help greatly apreiated. I live in Wv and will be in Fl in April and hope to fix it.
Thanks
Chris

Check the Plug Wires, just for the Hell of it.See which wire goes to What.
I know even Seasoned VETS that have inadvertently Mixed the Wires up.
