Something I noticed... on the rear of the TB at the top there is a little yellowish plastic piece. This has various vacuum hoses coming off the bottom. What would happen if the little filter and cap came off of that plastic piece? Would it be causing this problem?

1.)Pull the injector fuse off the fuse box on the left (driver) tower. then pull the plugs out and touch the thread of the plug to a good ground in the engine bay. crank the engine over. Do you get Good spark?
If not then there's your problem. Or at least part of it
***Remember make sure the injector fuse is pulled and your in a well ventilated area to avoid accidents.***
2.)If there's spark, do a compression test, pull the injector and ignition fuses out and make sure you have 85 and up. from what i hear rebuilds take a little while to build compression up. not sure since i haven't broken in a rebuild. Yet.
Is there compression?
3.) If you have spark, compression and timing is right. Then is there fuel. since you've been trying this for a while now, if your getting fuel you'll for sure be smelling it depending on how long you crank it. Also if your cranking it alot, you could also be flooding it
Good luck and hope you get 'er running soon

Got to be something stupid going on. Did you ever say if you tried starting fluid??? If not try a quick spray right into the intake and see if it doesn't fire. If there is any life at all it will do something. At least a backfire would be better than nothing.
After all that cranking do you not smell gas???? Are your plugs wet at all?? Maybe those two fuel hoses are reversed.

Something that gets Piston motor heads all the time is they put the distributor in backwards or 180 degrees. I have seen this so many times. Even with good mechanics. Not sure if this applies to Rotories 'cuase I am new to rotories. but I would look at that. The symptons aren't really pointing towards this problem, usually a backfireing motor that doesn't time has the distributor in backwards.
